Program Manager – Technology Transformation & Project Governance

Job Description

As a Program Manager, you will lead the planning, governance, and execution of strategic technology modernization initiatives, ensuring alignment with business objectives and organizational priorities.

You will coordinate multidisciplinary teams, cloud and engineering units, delivery partners, and client stakeholders while overseeing program scope, timelines, budgets, risks, and quality. This role requires exceptional leadership, communication, and organizational skills, with the ability to manage complex dependencies and drive successful outcomes across multiple workstreams.

Key Responsibilities

  • Lead the end-to-end management of large-scale technology transformation and modernization programs.
  • Define and execute the overall program strategy in collaboration with client stakeholders and executive leadership.
  • Manage program scope, planning, resource allocation, budgets, risks, dependencies, and delivery milestones.
  • Establish and monitor key performance indicators (KPIs) to measure program progress and delivery performance.
  • Coordinate multidisciplinary teams, engineering pods, cloud teams, and external vendors to ensure timely, high-quality deliveries.
  • Govern project deliverables, change requests, dependency management, and issue escalation processes.
  • Identify, assess, and mitigate program risks while proactively resolving blockers.
  • Prepare executive reports, dashboards, and governance documentation for steering committees and senior management.
  • Build and maintain strong relationships with executive client stakeholders and internal leadership teams.
  • Promote governance best practices, continuous improvement, and effective collaboration across all program workstreams.

Required Skills & Experience

  • 5+ years of experience managing large-scale technology programs, preferably within the banking or financial services sector.
  • Proven experience leading legacy modernization or mainframe transformation programs.
  • Strong experience managing multidisciplinary teams of 20+ professionals and coordinating multiple vendors.
  • Demonstrated expertise in program governance, strategic planning, risk management, and stakeholder engagement.
  • Experience defining execution strategies and tracking delivery through measurable KPIs.
  • Strong leadership, communication, negotiation, and decision-making skills.
  • Experience working with executive stakeholders and presenting to governance committees.
  • Professional certification such as PMP, PRINCE2, SAFe, or an equivalent project/program management certification.
  • Professional proficiency in Spanish and English.

Preferred Qualifications

  • Experience working in environments similar to Cells, ASO, or APX.
  • Understanding of AI-driven modernization methodologies and transformation initiatives.
  • Experience managing projects using hybrid delivery methodologies combining Waterfall and Agile approaches.
  • Knowledge of cloud transformation, enterprise architecture, and large-scale software delivery.
  • Previous experience within highly regulated industries such as banking or financial services.
